The libdeps tool has the ability to change the prefix "LIBDEPS" which is used for the some of the environment vars. Currently its not consistent or clear the used of the prefix throughout the libdeps tool.

Investigate if the prefix is still useful and has value, and make it consistent for all LIBDEPS environment vars and through out the libdeps.py tool.
