Dynamic builders should not combine the mongodbtoolchain with tcmalloc

      On v4.0 and v3.6 we have some builders that use the mongodbtoolchain with -link-model=dynamic, but do not disable tcmalloc. That combination became an error on those branches when backports for SERVER-42042 were done.
