Make oplog_slow_sampling_logging.js tolerant to small changes in the clock

      The test oplog_slow_sampling_logging.js will fail if a single sample log is missed, e.g. due to an NTP clock adjustment. Change the constants in the test to allow a missed sample. Also speed up the test with bulk operations.
