      Depends on TIG-2471

      1. Move "start server" logic into a mongodb_setup script
      2. Use workload_setup and test_control for genny
      3. Use test_control for "run perf tests"
      4. Don't write overrides.yml (use expansions.yml and call bootstrap)
      5. Don't require a special analysis.yml file
      6. Call analysis via run-dsi
