Use python libraries to download pre-canned icecream compiler packages from URLs

      We currently use wget or curl, but if SERVER-47598 comes out of review in its more or less current form, we will be moving all handling for compiler packages into SCons execution, never Ninja. That would mean that we could use pure python libraries to manage the download, rather than shelling out to a tool.
