Maintance on make_vector in make_data_structure.h

      make_vector is getting more use both in the CST and in SBE. Seems like it might be worth investigating improving it to deduce its type argument. This page is a reasonable guide. Might be a fun task for someone interested in template metaprogramming! While we're at it we should switch it to be camel case to conform to our style.
