Increase batch times for 4.7/4.8 evergreen variants

      After 4.7 is branched and released, we should increase the batch time for variants that run on the 4.7 waterfall so that only the core builders will run on commits to the 4.7 branch.

      We should do the same for 4.8 once that is released.
