Decide Whether to Create new MSI upgrade codes for 4.9

      We should decide whether to upgrade the MSI keys for every continuous release.

      If not, we should change the major version check from 4.8 to 5.0 on the 4.7 and master branch (pre-branching for 4.8)

      If we decide to update the MSI upgrade code, it needs to be done as part of the branching process of 4.8, right before branching. See SERVER-35150 as a past example. uuidgen is your friend
