Change databasePrefix and dbPrefix to tenantId

      We use the tenantId of the tenant being migrated as a prefix for the databases being migrated.  Unfortunately we have sometimes called this field "tenantId" and sometimes "databasePrefix" or "dbPrefix".  We should change it to always be "tenantId".

       

      We also need to update the design which includes the state documents and command interfaces.
