[polish] Use the onMajorityCommitPointUpdate to inform TenantMigrationAccessBlockers that their commitOrAbortOpTime has become majority-committed

      This would be a nice alternative to TenantMigrationAccessBlockers calling waitUntilMajorityOpTime on an executor's thread pool, since the latter blocks a thread.
