whole-archive flag not being removed for certain libs

      The BF-18662 was caused by SERVER-49119, and it was found that the original environment that is used to create the library is injecting the whole-archive flag into libraries that don't set anything for that flag. 

      A solution is to explicitly set nothing if you want the flag to be nothing.
