Add ViewCatalog to catalog_raii_test.cpp and add unit testing

      This task should also update the catalog_raii_test.cpp to use the ViewCatalog. SERVER-50678 will create the collection in the unit tests to avoid falling through to the ViewCatalog::lookup that will invariant. It would be good to have testing that covers the ViewCatalog part of the lock helpers, and any other additional testing thought good after seeing what's covered.
