As part of Milestone 1, collection creation was kept outside of a transaction, so as to not get into the weeds with the requirements to make implicit collection creation possible. This ticket is to remove the explicit out-of-transaction collection creation and ensure that Resharding collections can be created implicitly inside transactions.
