Create new build variant to execute all test suites with SBE turned on

      Currently we have two customised suites core_sbe and aggregation_sbe which are executed against SBE engine. To extend test coverage we need to create a new build variant and run all suites with SBE turned on. Tests which fail due to some unsupported feature should be tagged with "sbe_incompatible" tag and excluded from the run.
