      ScanningReplicaSetMonitor is a legacy RSM implementation that can be removed. Due to SERVER-52899 it doesn't make sense to remove it entirely as part of this ticket, so instead this ticket will:
      1. Remove jstests that test ScanningReplicaSetMonitor
      2. Remove unit tests that test ScanningReplicaSetMonitor
