The extra SSLConnectionContext parameter will be used by higher-level code to pass an override SSLConnectionContext that should be used when creating the connection rather than the TransportLayer's SSLConnectionContext.

This work will allow serverless to make mongod's use separate cluster certificates when talking to remote replica sets than the cluster certificate they use when talking to their own replica set members.
