Remove all {dropped:true} entries from config.collection on FCV upgrade

      The changes in SERVER-50027 remove the writing of the dropped field from the config.collection entries, which means 5.0 binaries will no longer add any new entries with that field set. This ticket is to use the opportunity and clear any such entries on FCV 4.4 to 5.0 upgrade.
