      Right now, the entirely of resharding_util is included in the oplog library. This likely isn't necessary. This ticket is to figure out exactly what's necessary, and split off that code into its own library. Please consult with max.hirschhorn and blake.oler before doing this ticket, as what we want to do here may change.
