      This ticket covers detecting a failure due to a retriable error and resetting all the subcomponents and instance variables of TenantMigrationRecipientService, but not the entire "make TenantMigrationRecipientService start where it left off" flow.

      This ticket should include adding the state field 'migrationRestartedDueToDonorConnectionFailure' from the detailed design.
