Remove the usage of ScopedTaskExecutor from PrimaryOnlyService in favor of using the base executor and CancelationToken-accepting functions on TaskExecutor

      The introduction of CancelationToken-accepting functions to TaskExecutor obviates the need for using ScopedTaskExecutor in PrimaryOnlyService (and probably more generally as well).
