Reenable invariant that `getOwnershipFilter` should not be called without a valid shardVersion

      Currently getOwnershipFilter must allow calls which do not specify a shardVersion, because the DocumentSourceInternalSearchIdLookUp stage calls it that way. This ticket is to fix that code path and restore the invariant.
