Support timestamp in the catalog cache loader

    • Fully Compatible

      Currently, the CatalogCacheLoader is using OID collEpoch.

      SERVER-52768  will introduce a collection timestamp based on cluster time. CatalogCacheLoader should use this timestamp instead of the collEpoch.
