TenantMigrationRecipientInstance should be removed from TenantMigrationRecipientService if inserting the instance's state doc fails with ConflictingOperationInProgress

      When tenant migration recipient state doc insertion fails due to ErrorCodes::ConflictingOperationInProgress release the in-memory instance info from the tenant migration recipient service.
