Allow oplogApplicationEnforcesSteadyStateConstraints to be set on all nodes in multiversion testing

      Currently, we will only set the oplogApplicationEnforcesSteadyStateConstraints parameter for nodes in a mixed version cluster if they are using the latest binary. We should start setting this parameter on last-stable nodes too once the last-stable binary is later than 4.4
