After PM-1965 has been completed, the feature guard shardingFullDDLSupport will no longer need to exist.

This ticket is to:

• Remove the shardingFullDDLSupport feature guard
• Change the resharding_coordinator_test.cpp so that is passes an actual timestamp to
  {{persistCommittedState }}instead of boost::none (it will be done in SERVER-58990)
