After PM-1965 has been completed, the feature guard shardingFullDDLSupport will no longer need to exist.

This ticket is to:

Remove the shardingFullDDLSupport feature guard
~~Change the resharding_coordinator_test.cpp so that is passes an actual timestamp to~~
~~{{persistCommittedState }}instead of boost::none~~ (it will be done in ~~SERVER-58990~~)
