Exclude jstests/concurrency/fsm_workloads/secondary_reads.js from running in the concurrency_simultaneous_* test suites

      Per the BF analysis, secondary_reads.js expects a particular thread ID on its writer thread in order to operate correctly. Concurrency workloads with such requirements must be excluded from the concurrency test suite per an existing exclusion list. The test should also be excluded from similar test suites.
