This is related to ~~SERVER-53027~~. The recipient should convert any "fatal" (to the migration) error to TenantMigrationAborted (while preserving the reason in the errmsg) for the recipientSyncData command, and the donor would stop retrying only on "TenantMigrationAborted" errors (after ~~SERVER-53027~~).
