Ensure that allowMigrations setting gets copied over from the enqueued to the persisted sharding metadata when combining CollAndChangedChunks structs

      This is the same bug as reported in SERVER-51510 but for CollectionAndChangedChunks::allowMigrations rather than CollectionAndChangedChunks::reshardingFields.
