Back in June when we tried to hack powercycle to work with Windows again we copied remote_operations.py into powercycle/run.py to make changes to how we set up the remote machine while still using remote_operations.py when running powertest.py.

Now that we're tackling the issue in a PM, we should kill one of the copies.
