1. Powercycle is not known to work on any of the daily builders with the current configuration. Try seeing if this is incorrect, and if not whether some minimal changes to the powercycle invocation would enable it to work.

2. Create a quick smoke powercycle test akin to the jepsen smoke test. We should still try to crash/restart a mongod.
