Only one .rules file needs to be defined for a given package. In cases where there are multiple variants of a package, debuild can use {[Build Profiles}} to select them, such as whether we are packaging an Enterprise build. Simplifying the packaging would make it easier to understand and maintain and would probably also simplify the packaging script somewhat.
