Use IDL for KeysCollectionDocument

      As part of SERVER-53403, we need to define an IDL type for documents in admin.system.extra_validation_keys. Since the schema for the documents in admin.system.extra_validation_keys is very similar to that of the documents in admin.system.keys, we should make KeysCollectionDocument an IDL type and extend this IDL file in SERVER-53403.
