Introduce probes to trace egress connection latency.

Some of the relevant figures would be:

• Overall latency at the mongos/mongod process level. Encompassing
  • TCP connection
  • TLS handshake
  • topology discovery
  • MongoDB tier auth.
• A breakdown of the above.

See the connection latency for each individual step in creating a connection in FTDC.
