Introduce a new ! Shared Library Enterprise RHEL 8.0 builder

      We would like to investigate what the effect on CI build performance for the builder backing the commit queue would be if we moved to newer instance types with ENA enhanced networking and more cores. Such a builder cannot be created with RHEL 6. In order to do the science so we can directly compare build results, we should first create a new ! Shared Library Enterprise RHEL 8.0 variant. The variant will initially run on the same hardware as ! Shared Library Enterprise RHEL 6.0 so we can identify any improvements directly attributable to the upgrade from RHEL 6 to RHEL 8. Then we can upgrade the instance type backing the RHEL 8 builder to understand what we might gain for the additional spend on newer and larger instance types. If we like the results, we can replace ! Shared Library Enterprise RHEL 6.0 with ! Shared Library Enterprise RHEL 8.0 in the commit queue and deco ! Shared Library Enterprise RHEL 6.0.
