This is an attempt to shed light on rare cases found in BF-14906. 

This will cause scons to hard fail when it is unable to delete a file and print the exception hopefully giving more info on why it failed to delete the file. We will modify vendored scons here to not pass the exceptions.

This might also increase the frequency because now we would see not just on ar command cases, but any build command.
