Extract resmokelib dependencies from fixture code

      Before we can establish a cross-branch API for fixtures, we must remove the current dependencies on resmokelib code. This ticket involves tracking down all the resmokelib dependencies and explicitly injecting them at fixture-construction time.

      (Bundling the dependencies together probably makes sense to avoid making the fixture parameter list massively long.)
