Remove the `_configsvrEnableSharding` command

      The  _configsvrEnableSharding command is no longer being invoked as of the completion of SERVER-52812 and is only necessary for backwards compatibility with pre-5.0 versions.

      Once 5.0 is branched-off, we should remove it.
