kAbortingIndexBuilds state should be valid in tenant_migration_donor_startup_recovery.js

      Now that we have the kAbortingIndexBuilds state, it is possible for tenant_migration_donor_startup_recovery.js to observe this state here. We should fix the test and make kAbortingIndexBuilds a valid state.
