This test uses RollbackTest fixture for testing replication rollback but it requires mongobridge which doesn’t support SSL (SERVER-10910). We don't have this issue in tenant_migration_donor_rollback_recovery.js because we use the failpoint returnResponseOkForRecipientSyncDataCmd so the recipient never tries to connect to the donor. Right now the test works because it uses TenantMigrationDisableX509Auth but that server parameter will be removed in SERVER-54085.
