Add bool AuditGlobalParams::runtimeConfiguration, set by AuditLog.runtimeConfiguration

1. When true, AuditLog.filter and setParameter.auditAuthorizationSuccess must NOT be set.
2. When true, AuditLog.destination must BE set.
3. Add a validator to auditAuthorizationSuccess setParameter to produce an error when auditGlobalParams.runtimeConfiguration is true.
