jstestfuzz generated test archive on windows is incorrectly declared as zip encoded

      The generated test files attached as a task artifact is archived as a tgz regardless of the OS, but the content_type on windows will be set to zip. This results in the downloaded file having a .zip extension, but unzip fails to extract the files.
