As part of the snapshot reads on secondaries project, a new server config option was added called minSnapshotHistoryWindowInSeconds. This issue is to allow an admin to easily set that across their sharded cluster.

garaudy.etienne had some follow-up questions regarding is this setting could be eventually consistent. That sounds fine. This also needs to be scheduled as 5.0 required.
