Fix $dateDiff for timezones with non-whole hour Daylight Savings Time UTC offset changes for minute and second units

    Description

      $dateDiff does not work correctly for Australia/Lord_Howe timezone for time units of minute/second. The problem is that Australia/Lord_Howe timezone turns the clock forward/back by 30 minutes (instead of 1 hour) when transitioning to/from Daylight Savings time.
