Create a new command that resizes regular capped collections

      For historical MMAPv1 reasons, capped collections could not be resized once created. With the refactor in SERVER-55156, the framework to allow capped collection resizing to happen is in-place. All that's need is a command to expose this to users, like the replSetResizeOplog command.
