Check default write concern during replica set reconfig if CWWC is not set

      We should fail the reconfig (even a forced reconfig) if replSetReconfig would change the result of the Default Write Concern Formula and no CWWC is set (and the replica set is not part of a sharded cluster). The error message should indicate that the user must first set a CWWC.
