delay_secs_field_changes_on_upgrade_downgrade.js should account for downgrading to 4.9

      delay_secs_field_changes_on_upgrade_downgrade.js currently asserts that all downgrades will have the slaveDelay field. However, this is not true when we update to 5.0 and last-continuous becomes 4.9.
