In SERVER-53962 we introduced auditing of direct modifications of system tables which could affect auth.

Since then, SERVER-55377 and HELP-21959 prompted the new way of modifying security tables. It is possible to use enterprise build to import collection from disk via importCollection command.

This ticket is to update code to generate corresponding event and update corresponding tests
