The DisableIncompleteShardingDDLSupport future flag has been introduced by ~~SERVER-52809~~ as a way of selectively disabling the usage of the new DDL operations in all the suites that perform stepdowns/shutdowns of shards primary node.

This flag can be removed once all the DDL operations can safely run in those suites.
