Force secondaries to apply each write to config.localReshardingOperations.donor in its own batch

      This would make it safe to backport SERVER-55680 to the 5.0 branch in case we find it becomes a problem for end-users later on. Without such a change, backport SERVER-55680 to the 5.0 branch would re-introduce the bug described in SERVER-55214.
