Decrease number of resmoke_jobs Shared Library ASAN Enterprise Ubuntu 18.04 DEBUG (all feature flags)

      We noticed resmoke running slow and found out a big gab between logs, which made us think there were contention between resmoke_jobs to upload logs which caused the replication code to hang.

      Right now we are running 5 jobs, we will try to decrease them to 3 by changing resmoke_jobs_factor to 0.2 -here
